No issuer, affiliate, or insider holding more than 20% of token ownership (criterion #3). Ripple’s ownership of ~40% of XRP’s total token supply — as cited in various sources — clearly breaches the 20% threshold under these draft standards. This does not automatically disqualify XRP from ETP approval, but it does raise a red flag regarding decentralization and insider control — two of the SEC's central concerns.
