Today's transaction size limit on Solana is too restricting to developers, limiting what can be built

- Why a new transaction format?
Following legacy and v0, v1 enables the larger transaction size without incurring a lot of the tech debt left behind by these older formats. IBRL
- Why no ALTs in V1?
Given the new tx size, the number of addresses that an ALT supports can now be directly put into a transaction, removing the need for ALTs. This provides a better developer experience and less overhead.
- Why 4kb?
When asking developers what they could do with more bytes, the majority of usecases fell under 4kb. This is the first proposed size increase and potentially not the final one. For example, some Jito bundles have sizes as high as 9000 bytes.
